Chlorine Leak - East Manchester Township

At approximately 2:12pm Eagle Fire Company was alerted for a Hazardous Materials Incident at 305 Riverview Drive, East Manchester Township.  Upon the arrival of Chief 22 (Brenneman) command was established and confirmed reports of 4 patients requesting Advanced Life Support.  A full Haz-Mat box was requested bringing in Ambulances from Northeastern EMS, Manchester Township and Wrightsville.  Paramedic units from Memorial and York Hospital were also requested.  Engine 22-2 arrived on scene with 5 personnel and began patient assessment with the EMS crews and started to gross decontaminate the patients prior to them being loaded into the ambulances to go to the hospital.  Tanker 22 with a full crew arrived on scene next and began to assist Engine 22-2 crew as well as gear up for recon of the leaking cylinder.  An immediate evacuation radius was established near the leak.  As the incident progressed the wind speed and direction changed resulting in further evacuation of homes and re-routing of school buses.  Mutual Aid Units from Manchester Borough, Manchester Township, Hallam Borough and Wrightsville were brought in for manpower and to assist with route alerting for the affected homes.  York County Haz-Mat team assisted by Lancaster County arrived on scene and assumed Haz-Mat branch.  The unified command was established in MCU-91.  Branch Groups were established and Chief 22-1 served as accountability, while Chief 22-2 served as the incident safety officer separate from Haz-Mat.  Deputy 41 headed up the evacuation group from MCU-91.  A private Haz-Mat cleanup company was requested to the site for removal of the leaking cylinder.  Upon successful removal the box was placed in service.  Units from all over York County were brought in to back fill the units operating on scene.
